Update, 6:25 p.m.: The man accused of stabbing 15 people on campus outside Houston is a 20-year-old student named Dylan Quick, the Houston Chronicle reports. The paper put together a profile of Quick based on a Lone Star College-CyFair blog that spotlighted him on April 1.

Recent mass shootings have brought calls for new gun laws and other efforts to curb violence.  Commentator Chris Tucker says that one defining aspect of American culture will make such changes very difficult.

Following the Columbine school shooting in 1999, the Texas legislature established the Texas School Safety Center which trains school personnel on how to prevent and respond to crises.

State law now requires each of the more than 1,100 Texas school districts to create an emergency operation plan for how to respond to everything from a fire, to a tornado, to a gunman on campus.

The school plans are filed with the Center in San Marcos and updated every three years.
