Texas Poised To Spend $2.5 Billion On Urban Highway Projects

Weeks after two state senators questioned how billions in voter-approved highway money could be clawed back and spent on other state needs, Texas transportation officials on Wednesday touted a litany of projects they plan to build with the funds.

Austin drivers who complain about Interstate Highway 35 have been validated. A new report from the Texas A&M Transportation Institute named the stretch of I-35 between U.S. 290 N and SH 71 as the most congested roadway in Texas.

Columns are sprouting, highways are being rerouted and displaced drivers are fuming.

Managers of the “Horseshoe” project, which is remaking part of downtown Dallas’ highway system, say the pain will eventually bring relief.

Four decades ago, Austin, Texas, had a population of 250,000 and a reputation as a laid-back oasis of liberal politics and live music. Today, the Austin metro area is home to 1.8 million people and has some of the nation's worst traffic congestion.

For years, the city has done little to address the growing problem. But most in the Texas capital now agree something has to change if Austin is to save what's left of its quirky character.

More than 50,000 highway bridges in Texas have structural problems or are ‘functionally obsolete’.  That means the bridge is carrying more vehicles than planned in the original design.

It appears state lawmakers will not pass new transportation funding in the special session that ends tomorrow, though long-time observers say there are procedural moves that leave a small window of opportunity.

This afternoon the Texas House could not muster the 100 votes needed to  send HJR 2  to voters next year.  Just 84 representatives voted in favor of the bill but because it would amend the constitution the support of two-thirds of House members was necessary.  

The express lanes on Interstate 30 between Arlington and Dallas closed today. It will take two years to rebuild them as "managed toll lanes."

Claude Albritton III, the man behind the MAC, is planning an outdoor venue he’ll call “Lost Highway.” Art and Seek's Jerome Weeks explains how the lone building on the 1.7 acres claimed for the project has always played a role in Albritton’s larger idea.
