With the Texas open carry law in effect, visitors at this year’s South by Southwest festival could see more guns in public.

For the third year in a row, guns rights activists are planning to take to the streets at SXSW, openly displaying their firearms. Before this year, they could only legally carry long guns like rifles and shotguns. But Texas' open carry law, which went into effect in January, allows license holders to visibly wear a wide range of firearms, as long as they’re in a holster.

Two panels, scheduled to be held during SXSW Interactive in March 2016, were canceled Monday on account of “numerous threats of on-site violence,” according to the press release sent out by the head of the conference, Hugh Forrest.

A Fort Worth teenager who was injured when a car plowed into a crowd at the South by Southwest festival in Austin has died.

De'Andre Tatum, 18, was a 2013 Trimble Tech High School graduate. He's the fourth person to die in the SXSW crash.

Questions raised by this year's South by Southwest festival and conference aren't restricted to think pieces: The Austin City Council is now asking for "a full post-event evaluation" of the ever-growing event. The findings could result in changes to the way Austin deals with safety, crowds, permits, and even alcohol during SXSW and other events.

Coming off its 27th year, the SXSW event itself generated as many headlines as its performers and conference breakouts.

Students and teachers at Trimble Tech High School in Fort Worth are coping with a pair of tragedies. Just before spring break, junior Jocelyn Saucedo was fatally stabbed. And last week, a cheerleader and her boyfriend were among the two dozen injured in Austin when a car plowed into a crowd at the South by Southwest festival.

Austin Police Department

UPDATE, 6:35 p.m.: Austin police say any additional charges in the SXSW crash will be presented to the Travis County Grand Jury at a later date.

"The reason only one capital murder charge was filed is that Texas State law requires two or more deaths in the same criminal transaction for the filing of a capital murder charge," police said in an update sent to reporters.

Thursday, Austin Police Chief Art Acevedo said that Owens would face two charges of capital murder and multiple counts of aggravated assault with a vehicle.
