The top local stories this morning from KERA News: With a rapidly-growing student population, the Frisco school district has usually opened a few new schools each year. However, trustees last night voted to delay opening four new schools.

- Texas has some of the lowest enrollment numbers in the nation. But parents of some special needs students say they’ve spent years fighting with schools to get services for their kids - services schools are required to provide under federal law.
- Dallas and Fort Worth scored a perfect 100 on the Human Rights Campaign’s Municipal Equality Index. The index ranks U-S cities based on their LGBTQ-friendly laws and services. North Texas suburbs all scored in the lower half, except for Plano, which earned a score of 76.
